Wash and finely chop the jalapeños. Remove the seeds and membranes for a milder dip, or leave some intact for extra heat.
In a large mixing bowl, combine the softened cream cheese and sour cream. Mix until smooth and creamy.
Add the chopped jalapeños, cheddar cheese, Monterey Jack cheese, garlic powder, onion powder, salt, and black pepper. Stir until everything is evenly combined.
Transfer the mixture to the prepared baking dish. Spread it into an even layer with a rubber spatula.
In a small bowl, combine the panko breadcrumbs, Parmesan cheese, and melted butter. Sprinkle the topping evenly over the dip.
Bake for 20–25 minutes, or until the dip is hot, bubbling around the edges, and the topping is lightly golden.
Let the dip cool for a few minutes. Garnish with sliced green onions or fresh cilantro if desired, then serve warm with tortilla chips, crackers, pita chips, or fresh vegetables.
